The Holly Springs Town Council approved entering into a lease agreement for temporary use of a vacant lot downtown for additional public parking at its June 5 meeting, among other business.
The lot, located at the corner of Grigsby Avenue and Raleigh Street, and owned by Mama Bird’s, will provide about 60 spaces and will be constructed by town Public Works staff. Staff recently installed a similar lot at the corner of Main and Earp streets, which provides approximately 85 spaces.
Also at the meeting, the council approved an additional $23,157.61 for utility relocation in the Avent Ferry Road widening project, which will widen Avent Ferry Road from N.C. 55 Bypass to Ralph Stevens Road (formerly Piney Grove-Wilbon Road). The design includes a continuous green T-intersection, which allows vehicles on Avent Ferry Road to travel continuously from the bypass toward Ralph Stevens Road without stopping at the shopping center signal. Vehicles from the shopping center could turn left at the signal into a dedicated travel lane on Avent Ferry Road without disrupting the continuous flow of traffic from the bypass. Town staff was recognized for the Town of Holly Springs Delegated Erosion and Sedimentation Control Program, which was awarded the Erosion and Sedimentation Control Program of the Year-Small Program last month by the N.C. Sedimentation Control Commission. Erosion and sediment control programs in help prevent water pollution.
Holly Springs’ program was nominated by the Raleigh Regional Office, which noted the town program "excels in regard to frequency and effectiveness of their inspections;" appears to have forged strong working relationships between staff and the developers and contractors they regulate; and has a "well-designed website, which provides valuable information in a concise and easy-to-navigate package."
The council appointed Councilmembers Christine Kelly and Peter Villadsen with Councilman Tom O’Brien to serve as an alternate to a transportation committee that will guide the upcoming transportation bond. The council also discussed Planning Board members and residents who could serve on the committee
The Town is applying to the Local Government Commission for approval to hold a $40 million transportation bond referendum. The referendum could appear on the November ballot for Holly Springs voters if approved by the commission, which oversees local government financing.
An outside financial analyst said the town could support the borrowing of $40 million. That assumes a 5-cent rise in the property tax rate when the bonds are issued. Click here for more information.
The council appointed Councilwoman Cheri Lee to work with staff to select a consultant for a Future Land Use and Community Character Plan update, which will describe the Town's vision and guide growth and development for the next 10 years. The visioning and planning process is expected to span a year and will include community involvement. The consultant will facilitate public involvement and prepare the plan.
The council awarded community agency grants: $2,500 to the Holly Springs Food Cupboard; $2,000 to the Holly Springs Community Band and Holly Springs High School Band; $1,500 to Holly Springs High School PTSA and Kiwanis Club; $1,000 to Southwest Wake Lions Club; and $500 to Holly Grove Middle PTSA, Interact, Holly Springs Civitan, Martin Luther King, Jr. Committee and Sense of Play. Update: At the council's June 19 meeting, an additional $500 was awarded to Interact; the agency received a total of $1,000.
The council approved changing the zoning of 1.52 aces of town-owned property east of the Water Reclamation Facility, across Treatment Plant Road, to RT: Research and Technology. The property is developed with a Ting communication facility structure. The addition of a satellite dish is proposed. The rezoning allows for the continued use of the property for telecommunication utility (fiber internet) purposes.
The council also:
- approved a development plan amendment for the Holly Lakes at Sunset Commons shopping center, modifying architectural features.
- approved a development options plan amendment for Honeycutt Farm Subdivision, modifying the main recreation center area and enlarging a few lots located adjacent to the Garrison subdivision.
- Adopted a resolution requesting the Local Government Commission to extend the time for the Town to issue general obligation parks and recreation facilities bonds. This extension does not issue these bonds or create a debt; it merely preserves the option for the town to do so at some point within the next three years.
