Council Approves Downtown Parking, Historic Home Purchase

The Holly Springs Town Council approved a development plan to add 329 parking spaces downtown and agreed to purchase a historic home off Avent Ferry Road at its Oct. 17 meeting.

The development plan for Town Hall Commons Public Parking & Infrastructure includes:

  • a two-level parking garage -- also known as a tabletop parking deck
  • a parking lot on the west side of Avent Ferry Road
  • street improvements to Main Street, Avent Ferry Road, Rogers Street and Ballentine Street
  • the construction of the new West Rogers Street
  • the removal of the portion of Raleigh Street behind the car wash, between Grigsby Avenue and Rogers Street
  • on-street parking
  • sidewalk and streetscape enhancements
  • common stormwater management

Rogers and West Ballentine streets will be converted to one-way streets with Rogers Street flowing one-way toward Avent Ferry Road, similar to Center Street, and West Ballentine Street flowing the opposite direction, from Avent Ferry Road toward Main Street. Design of a stoplight at the West Ballentine Street and Main Street intersection was approved at a previous council meeting.

Also at the meeting, the council approved entering a purchase agreement for property off Avent Ferry Road west of N.C. 55 that includes the historic Needham Norris House. The developer's terms were $190,000 in cash and a waiver of approximately $43,000 in a stormwater escrow payment. More about this house and the Civil War in Holly Springs.

Holly Springs Farmers Market Coordinator Jessica Stygles announced that the market once again was named the #1 most celebrated farmers market in North Carolina in the annual American Farmland Trust Farmers Market Celebration competition. The market ranked ninth nationwide.

Stygles said a new attendance record of 21,000 people was set in the market's 11th season.

The farmers market is expanding its winter season to two Saturdays each month. On the first Saturday of each month, November through April, the market will be held outside at the regular season market location in the East Center Street public parking lot across from Town Hall. The third Saturday of each month, the market will be held inside Holly Springs Cultural Center.

A "Battle of the Badges" chili cook-off between the Holly Springs Fire and Police departments will jump-start the season Nov. 4.

Holly Springs Engineering Director Kendra Parrish updated the council on the potential for future state funding for road and sidewalk projects in town as part of the N.C. Department of Transportation's 2020-2029 State Transportation Improvement Program.

Also at the meeting, the council

  • tabled a decision on zoning 11.47 acres on Sunset Lake Road to conditional use residential
  • approved zoning .54 acres downtown at the intersection of Main and Earp streets to Town Village
  • approved special exception uses allowing for expansion of the Devils Ridge Golf Club clubhouse, and
  • approved minor updates to Comprehensive Transportation Plan.
